The Coalition Uniforms Vendor can be accessed by Ensign Franklin in the Liberator (found by going down the stairs containing P.Riso and entering the barracks to the left) after attaining a rank in the Coalition.
Items sold are based on current rank, where gaining a new rank provides access to new items while still allowing the purchase of the previous ranks' items.
