Rusty is an NPC in Unturned 3 found on the Russia map. He can be found on the Liberator, beside a cleaning cart.

The first quest Rusty offers you is A Fresh Coat of Paint. To complete this, the following steps need to be completed:
- Travel to St. Petersburg, and locate the Hardware store.
- In the Hardware store a bucket of white paint will be in the store (either on the front bench or in the back rooms).
- Collect the bucket of white paint.
- Go over to the Liberator sign on the ship and press F to paint.
- Return to Rusty and claim your reward.
The second quest Rusty offers you is Nautical Nuisance. To complete this, the following steps must be completed:
- Underneath the Liberator, there will be these white patches that will have "[F] To clean" highlighted on it, there will be nine of these patches to clean off.
- Return to Rusty and claim your reward.
